CRL3 - Contracts CR3016, CR3018 & CR3019

22 June 2025 - A soil investigation rig for contract CR3016 near Jurong Pier station.

During the groundbreaking ceremony held for the Cross Island Line (CRL)'s phase 2 the Acting Minister for Transport, Mr. Jeffrey Siow, also alluded to the fact that studies on phase 3 of the line were nearly completed, with a potential announcement by year's end. Corresponding to his comments, we have also noted an uptick in the amount of advanced works that have been taking place along the alignment of this phase - notably pertaining to contracts CR3016, CR3018 & CR3019.

First off, what are these contracts for?

  • Contract CR3016 - Provision of Soil Investigation Works for LTA projects
  • Contract CR3018 - Earthworks and Associated Works
  • Contract CR3019 - Utilities diversion and Associated Works

Contract CR3016
This might be of the most interest, seeing that the contract pertains to soil investigations which would take place along the alignment of CRL3. There have been noticeable works along Jalan Buroh and a quick check along Gul Circle also unveiled further boreholes that were drilled in the past year. Soil investigations serve to extract samples of the soil to allow engineers to better understand the rock composition. Rocks of differing hardness and weathering have different properties, which in turn affects construction methodology.

Contract CR3018
A sign for the project was recently seen at the location of the former Raffles Country Club in Tuas. We understand that the CRL will have a secondary depot located in the western region, thus it would make sense for the depot to be located next to the Singapore Rail Testing Centre (SRTC), potentially even being linked to the facility similar to the EWL. Plans unveiled during the launch of the Urban Redevelopment Authority (URA)'s draft master plan 2025 also indicate that the plot of land will be used for transport facilities. Coupled with the minister's update, it would appear that our initial educated guesses may have been close to the mark.

Contract CR3019
This contract involves the diversion of utilities and associated works along the length of the CRL3 project, similar to contract CR2016 which was called for CRL2. We have done up a comparison of the 2 contracts' key deliverable dates for reference.

In addition, a project signboard was recently seen set up near the Jurong Pier station site. This heralds the beginning of advanced preparatory works for CRL3, similar to how works for CRL2 were scheduled.
