21 May 2023 - Hoarding along Clementi Road. |
Recently if you've travelled along Clementi Road, especially around the Singapore Institute of Management (SIM) / Singapore University of Social Sciences (SUSS) stretch, you may have noticed green hoarding along the boundary of the road. Ever wondered what the hoarding is for? Could it be that works for the Cross Island Line (CRL) phase 2 are already beginning? Find out more after the jump.
The hoarding along the southbound carriageway of Clementi Road begins after the stream running under the road enters the Clementi Forest. The green hoarding continues along, all the way past the SIM/SUSS bus stop, stopping just before the Maju Camp bus stop.

What could these works be for? Are CRL2 works already commencing just months after the public announcement in September 2022? The answer is both yes & no. These are in fact advanced works ahead of the actual construction. Before the project can proceed, advanced work contracts are usually called. These are contracts that facilitate the detection and removal or diversion of utilities before the main contractors move in to build the station and rapid transit system facilities. In fact, the tenders for the civil contract to construct Maju station - CR206 - is still being floated for contractors to put up bids. The contract, as of 21 May 2023, will close on 30 June 2023 for evaluation by the Land Transport Authority (LTA).

With that, we know that advanced utility diversion works for CRL2 are beginning and will last till Q4 of 2024. Following the completion of these works, the major civil works for CRL2 can then begin either in Q4 of 2024 itself or likely by Q1 of 2025. To date, there have been several tenders for a number of the civil contracts awarded floated. Here's a summary of the status of the contracts for your ease of reference.
