Note from SGMC: The station locations have yet to be officially announced. This article puts together facts to create an educated guess as to the team's speculated locations of stations under phase 3 of the Cross Island Line (CRL). These locations should not be taken as official until confirmed by the Land Transport Authority (LTA).
Since the announcement of the Changi Terminal 5 station on the eastern end of the Cross Island Line (CRL), the next anticipated announcement will be that of the locations of the stations along phase 3 of the line. The imminent announcement of the line was heralded by the publication of the pre-qualification exercise commencement on 9 September 2025, which aims to short-list eligible contractors for the 8 civil construction contracts that make up the phase. We'll jump into where we speculate the stations under phase 3 of the line will be after we review some of the facts first.
2021 - Land Transport Authority's Connecting People, Places & Possibilities virtual exhibition

In December 2021, the Land Transport Authority (LTA) held a virtual exhibition titled 'Connecting People, Places & Possibilities'. The virtual exhibition site is no longer accessible. As part of the virtual exhibition, a system map of the future MRT network was showcased. This featured the entire alignment of the CRL, including future stations at Changi Terminal 5 and those along the then unannounced phases 2 and 3 of the line. The map featured 6 stations along CRL2 (CR14 - CR19) and 5 along CRL3 (CR20 - CR24). Two of the stations notably indicated interchange transfers at Jurong Pier and Gul Circle stations. This provided the first information on the number locations of the stations along phase 3.

In February 2022, The Straits Times published an article that detailed more information on the phase 3 section of the line, deriving the information from tender documents sighted. The article can still be read online, albeit behind a paywall. According to the article, phase 3 of the line would stretch over 13km and have between 4 to 5 stations.

The article also provided further information that station codes CR21 would be for Jurong Pier station and CR23 for Gul Circle station. Use of the code CR21 for Jurong Pier was consistent with the earlier map unveiled in 2021, however there was a notable change from CR24 to CR23 for Gul Circle. This likely depended on the status of the fifth station along the phase, which was up for the architectural & engineering consultant's recommendation on whether it should be built out as a full station (like Mount Pleasant or Marina South on the Thomson-East Coast Line) or only as a shell structure (akin to Hume station on the Downtown Line prior to the decision to fully fit out the station structure).
2025 - Unveiling of the Urban Redevelopment Authority (URA)'s draft masterplan

Most recently, the Urban Redevelopment Authority (URA)'s draft masterplan 2025 had unveiled more details on the upcoming rail lines. Exhibition panels for the western part of the island showed a broad corridor for the future phase of the CRL, indicating the likely alignment following along Buroh Drive, Jalan Buroh, Pioneer Road and Gul Circle. The outline also mimics that seen in the overall network map displaying future lines that the government had committed to implementing by the 2030's.
Facts determined from the above sources
- CRL Phase 3 would consist of approximately 4 to 5 stations
- Dependent on decision whether 1 station would be built in future
- Approximately 13km long
- Indicative corridor seems to suggest route along Jalan Buroh, Pioneer Road & Gul Circle
- CR21 station to be located at Jurong Pier - consistent with earlier map
- CR23 station to be located at Gul Circle - earlier map had indicated that Gul Circle was to have been CR24

With the above facts established, we've drawn out where we think the stations along CRL3 will be located. From the URA Draft Master Plan exhibition, the rough corridor of the line has been plotted on the URA map. This section of the line will feature up to 5 stations serving Taman Jurong & Terusan, Jurong Pier, Tanjong Kling & Sunview, Benoi Road & Gul Way and Gul Circle. Transfers will be available at both Jurong Pier to the Jurong Region Line (JRL) and Gul Circle to the East-West Line (EWL).

Taman Jurong Skyline was a Built-To-Order (BTO) project that was recently unveiled by the Housing & Development Board in October 2024, located next to the AYE along Yung Ho Walk. The site sits at an angle, with the part nearest to the AYE noticeably emptier than the rest of the precinct. Drawings of the BTO development's map states that this section, along with that of an adjacent site, "may be used as a temporary worksite for public infrastructure projects". Two projects that might fit within this description would be the realignment of the AYE to a previously announced underground alignment or for an MRT facility.

The final station along our speculated CRL3 alignment sees the line terminating at Gul Circle station. This station would allow passengers to continue further west into Tuas via the East-West Line (EWL), or connect to other destinations further north.

Soil investigation boreholes have been noted consistently at the site through the years, similar to where the team believes Benoi station (CR22) would be located. Boreholes here date as far back as 2017 as well, with the more recent boreholes being likely indicators of where the station would be located.

The station's potential location was indicated on the Urban Redevelopment Authority (URA)'s website for the long-term plan review engagement efforts. A concept illustration was shown of a mixed use development adjacent to the existing EWL station. In the image, a marked section indicated the potential location of the future CRL station, along with a radius bubble attached. The image was subsequently replaced with a version that removed indication of the CRL, suggesting that information that was to have been kept under wraps was unintentionally unveiled early.
CR21A - Tanjong Kling / Sunview

Now how about that shell station? The team took into account that stations with higher initial demand would likely be greenlit to proceed for full building out and commissioned from the beginning. After plotting out these stations, there was a noticeable gap remaining in the vicinity of Tanjong Kling & Sunview, where previous soil investigations & boreholes were observed.

Given that the area predominantly sees low rise industries, with a cluster of more dense buildings around the junction of Pioneer Road, Jalan Buroh, and Tanjong Kling Road, a station in the vicinity could likely be built to full completion at a later date. A station located here could help to increase the land use intensity as plots may be redeveloped with taller buildings. Building the station in full at a later date may also be part of the efforts post-pandemic to manage costs & budgetary issues.

And thus, that brings us to our speculated station locations for CRL3. As a recap, the line will stretch approximately 13km long, with 4 stations to be built in full and 1 shell station expected. Of the 4 stations to be built in full, 2 are expected to be interchanges with lines currently existing or under construction. We'd like to take this opportunity to remind you that the locations presented are NOT officially announced by authorities. These locations represents the team's educated guess based on available facts and information.
