The second phase of the Cross Island Line (CRL) achieved a milestone today with the award of 2 contracts - CR205 & CR208. The contracts are for the design & construction of King Albert Park and Clementi interchange stations respectively.

King Albert Park station will have 2 new exits located along Blackmore Drive. The existing exit at the Downtown Line (DTL) station will be re-numbered to Exit 1 and Exit 2, built under the CRL contract, should be located within close proximity to this exit. The contract for the station was won by China Communications Construction Company Limited, who are also currently working on the Boon Lay station on the Jurong Region Line (JRL). This contract is for the construction of the station only and will not include any tunneling works, costing $447 million. As part of the works, subway connections with the existing DTL station will be built to facilitate transfers. Potentially, more escalators and/or lifts will be added to the DTL station to help with passenger circulation.

The second contract awarded was for CR208 which will be for the design & construction of Clementi CRL station. This station will connect with the existing East-West Line (EWL) and include addition & alteration works necessary to link the two stations. We understand that the Clementi Neighbourhood Police Centre along Clementi Avenue 5 will need to move away temporarily to facilitate the works for the station. The NPC will most likely be shifted to the former ITE Clementi campus at Lempeng Drive.

To make way for the future station, 3 HDB blocks were selected for the Selective Enbloc Redevelopment Scheme (SERS) and residents were shifted to the Clementi Cascadia BTO development. One of the CRL station exits will be located adjacent to this BTO development. The old, vacated blocks along Clementi Avenue 5 have since been demolished. It is likely that the site will be used to facilitate construction of the CRL station, which will be located underneath Clementi Avenue 4 mostly.

The good news is sure to make residents near both stations happy - each day passing is now a day closer to the completion of years of noise, dust & disruptions as construction work commences. With work to begin in Q1 2024, the residents have about half a year to enjoy the area as it is. In the lead up to work commencing, residents can expect that there may be an increase in soil investigation activities. Rigs may be placed at strategic locations around the station sites to help engineers determine the soil composition. This affects the design of the earth retaining & stabilising structures (ERSS) which are necessary for keeping the soil surrounding the excavation site in place to prevent collapses.
Other activities that may take place are advanced works to relocate utilities and trial trenching works. These are works that are carried out before the actual excavation begins to either re-route utilities such as power, gas or telephone lines and sewer pipes out of the excavation site. Trial trenching serves to detect these services so that an accurate representation of the layout of these utilities can be obtained before work commences.
With the contract awards, we look forward to other milestones being achieved soon, such as the groundbreaking for other phases of the line and the release of more information on the station layouts and how they will connect with the various lines they interchange with.
