CRL - A snapshot in June 2024

As we move into the middle of the year, works along Phase 1 and the Punggol Extension of the Cross Island Line (CRL) have begun picking up as works along Phase 2 begin becoming more visible. Early works for Phase 3 have begun to show as well, with secondary rounds of soil investigation taking place while other contracts begin making appearances on the government tendering portal.

Phase 1
In June, several road diversions took place along the phase 1 worksites to enable the next round of construction to kick off. Tunneling works also kicked off on the regular twin bored tunnel segments with contract CR109 seeing the first of approximately 17 tunnel boring machines (TBMs) to be used along the section being launched.

CR4 - Pasir Ris East (Contract CR107)
In a nutshell: Works were continuing on the diaphragm wall construction for the station box. Excavation had begun for the launch shaft that will be handed over to contract CR106 once completed.

CR5 | CP1 - Pasir Ris (Contract CR108)
In a nutshell: A massive road diversion of the eastbound carriageway of Pasir Ris Drive 1 was completed next to Pasir Ris Town Park, freeing up space within the road median for the construction of diaphragm walls for the cut & cover tunnels.

CR6 - Tampines North (Contract CR109)
In a nutshell: Tunnel Boring Machines (TBMs) were launched from the northern launch shaft to begin their drives towards Pasir Ris station. Excavation work continued within the open cut station box and cut & cover tunnel area.

Large diameter bored tunnels – Paya Lebar Air Base (Contract CR110)
In a nutshell: The second large diameter TBM for the CRL project had arrived on site and was slowly being assembled ahead of the drive towards Defu station.

CR7 - Defu (Contract CR111)
In a nutshell: Excavation continued at the western end of the station for the launch shaft for tunnel drives towards Hougang station. Diaphragm wall works continued at the eastern section of the site. Similar works also commenced at the site of the electrical substation along Upper Serangoon Road.

CR8 - Hougang (Contract CR112)
In a nutshell: A road diversion will be carried out in end-July 2024 to free up space along Hougang Central (Major) for the remaining diaphragm wall works. As such, casting of the roof slab for the main station box and paid transfer linkway was being completed ahead of back-filling works to support the road diversion. Works were also carried out to construct the diverted carriageway for construction of diaphragm walls linking to Exit 6.

CR9 - Serangoon North (Contract CR113)
In a nutshell: Work for construction of the diaphragm walls at Exit 4 were completed and the road diversion of the slip road connecting Ang Mo Kio Avenue 3 to Yio Chu Kang Road was put into use. Construction of the diaphragm wall for the ventilation & receiving shaft for the mined tunnel subway to Exit 4 had begun.

CR10 - Tavistock (Contract CR115)
In a nutshell: Diaphragm wall works continued along the southern edge of the station. Construction of the noise enclosure at the launch shaft at Teck Ghee Park neared completion.

CR11 - Ang Mo Kio (Contract CR116)
In a nutshell: Diaphragm wall works along the southern edge of the station continued, with excavation near Exit 10 also taking place. The site for Exit 7 was cleared ahead of works commencing.

CR12 – Teck Ghee (Contract N109A)
In a nutshell: A road diversion saw the carriageways reduced to 2 lanes per side and shifted westwards, over the completed northbound roof slab of the expressway tunnels. Preparation work for bored pile earth retaining & stabilising structure walls on the eastern side began.

CR13 – Bright Hill (Contract CR117)
In a nutshell: Works continued with bored piling being the primary activity carried out along the work site. Part of the launch shaft had been completed and some casting work was taking place at various portions of the site.

Punggol Extension
Work along the extension has been ramping up with all three contracts seeing diaphragm wall works underway. Some road diversions were also carried out to create space at the worksites for construction.

CP2 – Elias (Contract P102)
In a nutshell: Site clearing was largely completed with diaphragm wall construction beginning for the launch shaft at the eastern end of the station. Works to complete the site office were in progress.

CP3 – Riviera (Contract P103)
In a nutshell: Road diversions were carried out to create work spaces at the site while utility diversions were also still in progress. The third large diameter TBM for the CRL project was also on site at the cripple siding launch shaft area.

CP4 – Punggol (Contract P105)
In a nutshell: Diaphragm wall works for the station box had begun on the eastern end of the site while similar works continued at the western end for the cut & cover over run tunnel.

Phase 2
While work is underway for several of the contracts along this phase, there has not been an official ground breaking ceremony yet. It is likely that this will be conducted after all civil contracts for the phase are awarded - there are currently 2 contracts unawarded for the construction of Jurong Lake District station (contract CR211) and tunnels between Maju & Clementi stations (contract CR207). It may be some time yet before these contracts are awarded, having closed for bids only in March and April 2024 respectively.

In a nutshell: Site clearing of the Corona nursery had began, where the staging area and site office are likely to be located.

In a nutshell: Works were underway to complete the site office and project information centre while demolition work for the former neighbourhood police centre continued.

CR18 – West Coast (Contract CR209)
In a nutshell: Demolition of the former Tanglin Secondary School building had begun with scaffolding and construction netting going up. Heavy machinery was seen on site, likely to begin the construction of a test pile.

Phase 3
The last phase of the CRL has yet to be announced, but based on previously released information we understand that this section continues the line after Jurong Lake District station to its terminus at Gul Circle along the existing East-West Line. Recent signs have pointed to the phase's imminent announcement as several contracts were recently floated for tender - such as contracts CR3018, CR3019, CR3020 and CR30261.
